The primary targets of the EUMEDIS initiative
are hospitals (or other medical research Institutes), Chambers of
Commerce and Industrial Federations, Universities (and post
Graduate/Doctoral research or professional training institutions),
Public and Private Research Centres, Musea (and Non Governmental
Organisations active in the promotion of the Euro-Mediterranean cultural
heritage), Non Governmental Organisations that promote tourism in the
Euro-Mediterranean region. The secondary target of the EUMEDIS
initiative is the public at large (i.e. Euro-Mediterranean citizens and
SMEs) that benefits from and enjoys the services provided by the above
mentioned national bodies and institutions.
The European Commission will issue this year three
public calls. The first two will be: a call for tender related to the
provision of the interconnection services between the European and the
Mediterranean research networks (this call will target Euro-Med telecom
operators); the second call will fund the management activities of the
new trans-Mediterranean network (this call will be targeting
Euro-Mediterranean consortia of Universities and/or Research
Centres).The third call will be a call for proposals related to the
launch of regional pilot projects. The calls (for tender and for
proposals) will be implemented this year.
The results of the calls will be scrutinised by a
poll of Euro-Mediterranean experts, e.g. those advising the Information
and Communication technologies RTD programmes of the European
Commission. Documents to apply for the selection of the EUMEDIS

European and Mediterranean experts can use the same
forms used for the 5th RDFP to apply with a view to becoming
Experts for the EUMEDIS programme.
The overall financial support for the interconnection
initiative will be 7 Meuro. The contribution for "Strand Two"
is 35Meuro; this amount represents 80% of the costs of all projects; the
remaining 20% will be provided on the basis of the “cost sharing
principle” by the Euro-Mediterranean consortium which proposes the
project.
EUMEDIS aims at constituting the first building
blocks of a modern Euro-Mediterranean electronic nervous system,
capable of transmitting signals to all active layers of the
Euro-Mediterranean Information Society, no matter the wealth, the gender
or the remoteness of the communities involved.
EUMEDIS aims at setting up sustainable electronic
platforms of co-operation. The Commission therefore recommends to
include in each project proposal a sustainability plan which clarifies
what sort of private or public support can be foreseen for the project
after the completion of the pilot phase. The generation of commercial
spin off companies as consequences of the project implementation can be
considered by the proponents as an effective sustainability method.

development of project proposals will be published on the web site
(http://www.ispo.cec.be), will be available via the EUMEDIS helpdesk, or
through the network of Mediterranean Information Society Focal Points.
